Why Does a Candidate's Address Check Show Zero Matches?

The number of matches refers to the digital address check (against voter records, credit history etc). Sometimes, no matches can be found via the text based address search which means a physical document collection process is shown to the applicant. The candidate then submits a proof of address where they need to upload a picture of the full document page, showing their full name, type of document and date of issue which is used to clear the check.
